Apply for a road permit in Malta and Gozo

Apply to place a skip, operate a crane or lifter, put up scaffolding, or otherwise occupy part of a road. The service checks your request against traffic conditions and other permits, and suggests better times where the road would be busy.

This service never refuses a permit by itself. Only an authorised officer can do that, and they must give written reasons.

How a decision is reached

    You describe the work

    Where it is, how the road is obstructed, when you need it and whether your dates are flexible.

  2. Step 2

    The service checks safety and coordination

    Pedestrian and emergency access, other permits nearby, and whether a diversion exists. Anything unsafe or incomplete stops here and is explained to you.

  3. Step 3

    The traffic effect is estimated

    The likely delay to other road users is estimated for your requested time, together with how confident that estimate is.

  4. Step 4

    A person decides

    The service produces a recommendation and the evidence behind it. An authorised council or Transport Malta officer records the decision and the reasons.

What this demonstration does and does not do

It does

  • Match your location to a road network and find overlapping permits along the network, not by radius.
  • Check pedestrian, accessibility and emergency provision before anything is scored.
  • Estimate the delay to other road users, and say how confident that estimate is.
  • Offer specific lower-impact times when your dates are flexible.
  • Show every rule, score and piece of evidence behind the recommendation.
  • Record who decided, on what evidence, and why, in a tamper-evident audit trail.

It does not

  • Refuse a permit. Only an authorised officer can, and they must give written reasons.
  • Connect to any Malta government system. Every integration is a mock.
  • Use real traffic data. Every observation is synthetic and labelled as such.
  • Use a calibrated model. The policy runs in shadow mode with placeholder thresholds.
  • Score the applicant. No demographic, nationality, income or neighbourhood data is used.
  • Use a language model anywhere in the decision path.
